The tools are on-demand overlays: zoom uses CSS transforms, highlighting and spotlight are lightweight layers, and drawing renders to a single canvas. Nothing runs until you activate it. As with any overlay tool, extremely heavy pages may feel slightly different while an effect is active.
The extension ships with Alt + S for Spotlight, Alt + L for Laser Pointer and Alt + D for Draw. Chrome also provides a shortcuts page for extensions at chrome://extensions/shortcuts, where available extension shortcuts can be remapped.
